National checkout is blocked if conflicting regional holds or secure states exist.
Review and reservation controls
Availability, billing state and delivery state are updated from recorded system events and checked workflows.
New allocation remains review-led: conflict checks and an atomic reservation must pass before exclusivity is promised.
